Canaveral iQ Fits the Bill

Located in Cheyenne Wyoming, the Wyoming State Budget division is responsible for the bi-annual budget for the executive branch of the Wyoming State Government. With a 24-month budget of four billion dollars, the State Budget division controls the allocation of the general and federal funds to various agencies across the state. Agencies such as the Department of Revenue, Department of Education, Department of Health and the offices of the Governor, State Auditor and Attorney General, all rely on the State Budget division to compile their budget requests.

Business Challenges

Wyoming State Budget was previously operating with a 25-year-old mainframe system based on Focus and COBOL. The system had no word processing capabilities and could only be used internally by the budget staff. To gather the information needed for budgetary reports, the State Budget division had to send out workbooks to each agency to fill out. The agencies then had to return the workbooks to the State Budget division on disk or paper. These had to be converted or entered into the database manually. After the information from all 90 agencies was finally entered into the database, the reports were run off the mainframe, printed, hand collated and the pages numbered by hand. This process was extrememly labor intensive, prone to error and costly to support.

Solution

The State Budget Director knew the old mainframe system would eventually crash and that he may not have the technical staff to fix it. He wanted the State Budget division to invest in new technology that included a web-enabled, online deployment solution. He was also concerned about the security of the solution and the ability for all the agencies to access the servers via a LAN, Microsoft or Novell server. In March 2001, the money for the project was allocated to the State Budget division, and they started to look for a way to web-enable their budgetary software, Affinity Global Solutions. In the fall of 2001, Wyoming State Budget division was introduced to New Moon Canaveral™ iQ from Propalms®. The division installed a test version of the product into their budgetary system.
